New guide on creating safe facilities

9 November 2021

Our new Creating safe facilities guide is now available. It’s a guide to legal requirements and other considerations when building a new education and care service or doing significant renovations.

This guide is for providers of education and care services, developers, builders, architects and council planners.

Creating safe facilities replaces the fact sheet on our website, Facilities for centre-based services. It provides information to ensure a development meets the physical requirements for service approval.

Jane Bilberry, Senior Authorised Officer with the Education Standards Board, said she hoped it would become a “one-stop shop” when designing or building a service.

“When considering the build of a new education and care service, an architect, builder or relevant professional needs to have a sound knowledge of the requirements under the National Construction Code, our Law and Regulations and now our policy positions,” she said.

“Getting things right the first time may save the architect, builder or approved provider time and money.”

The Education Standards Board often receives questions about building a new service. Jane said this guide covers common queries and best-practice considerations.

“These support educators to ensure they consistently are able to meet the health, safety and wellbeing needs of the children in their care.”

While the Creating safe facilities guide is comprehensive, Jane said the Education Standards Board was happy to discuss an approved provider’s building plans.

“We encourage you to start these conversations early. Most times, we will suggest amendments or considerations to plans before they have been submitted to council for approval.”

The guide is not relevant for family day-care services. But it will be invaluable when building or renovating other education and care services.

A copy of the guide has been sent to early childhood services associations, councils, and architect and building associations to distribute to their members and contacts.
